Can anyone explain what is happening with this BTC address? 1Po1oWkD2LmodfkBYiAktwh76vkF93LKnh

It's been sending tiny amounts of BTC and paying tons in transaction fees. Is this some (tinfoil hat) coordinated attack on the BTC network? Mempool over a 100m bytes and unconfirmed transactions highest it's been in 3 months.

And what's with the "Unable to decode output address" message when you look at it on blockchain.info?

Just follow the addresses its been sending to and you'll see they are all doing it.
